Lucknow Regional Center building was basically conceived supervised the working facilities to the artists who do not have their own workshop and studio, the scheme was originally put in the 5th five year plan and it was to be established in Delhi as well as in other states in collaboration with the concern State. To implement the same the Lucknow Kendra was established in collaboration with the State Govt. Department of Culture with the arrangement that the U.P. State Govt. will provide land for the Kendra free of cost and as well as it would also bear the half of the construction cost of the Kendra building. The construction work of the building was conceived in two phases the first phase of the building included workshops and studio as mentioned above. The first phase construction was started in the year 1979 and could be completed in 1983. the Kendra first phase completed building was inaugurated on 30 Aril 1983 by H.E. the Governor of U.P. Mr. C.P.N. Singh the occasion was also graced by Smt. Sheila Kaul, then Union Minister of Education and Smt. Swaroop Kumari Bakshi, then Minister of Culture and sports U.P. Govt. A total cost on the construction of first phase was Rs. 29.14 lakh of which the 50% was given by the U.P. Govt. as matching grant. The second phase of the construction was taken in 2003 and completed in December 2004. The second phase housed in itself first class modern art galleries three in total in different dimensions. It also has an administrative section, publication sale counter and a library. The library section was later turned into Print of Archives. A total cost on the second phase came to Rs. 2.43 carores. The inauguration of the second phase was done by the then Chief Minister of Uttar Pradesh Sri Mulayam Singh Yadav on 11 December 2004.
